Ted E. Docks, Special Agent in Charge, FBI Boston Division

Ted Docks serves as the听Special Agent in Charge (SAC) of the FBI Boston Division which includes Maine, Massachusetts, New Hampshire, and Rhode Island. Previously, he served as the Special Agent in Charge of the Criminal Division at the Los Angeles Field Office.

Mr. Docks has held a variety of leadership, operational, and investigative positions throughout his FBI career.

He entered on duty as a Special Agent in 2005 and was assigned to the Louisville Field Office working counterintelligence matters. While in Louisville, he was also a member of the Evidence Response Team, received cross-designated authority by Customs and Border Protection, and was flaps and seals trained.

In 2009, Mr. Docks transferred to the Lansing Resident Agency in the Detroit Field Office, where he led the Joint Terrorism Task Force and Academic Alliance. In 2012, he was promoted to Supervisory Special Agent in the Weapons of Mass Destruction Directorate at FBI Headquarters in Washington, D.C. His work in this role earned him the National Intelligence Exceptional Achievement Medal from the Office of the Director of National Intelligence.听 In 2014, Mr. Docks was promoted to Supervisory Senior Resident Agent in the Lansing Resident Agency, where he oversaw criminal and national security matters. He also supervised the Traverse City and Marquette resident agencies, overseeing all criminal programs.

In 2020, Mr. Docks was selected as the Assistant Special Agent in Charge of the Houston Field Office. In this role, he led the criminal branch, including critical response assets, and in 2022, he was promoted to inspector in the Inspection Division at FBI Headquarters.

Prior to joining the FBI, Mr. Docks worked in finance and sales. He earned a bachelor鈥檚 degree in business administration and a master鈥檚 degree in finance and accounting from Morehead State University in Kentucky, where he was also a basketball student-athlete.听听

Keynote Speaker: Brett Leatherman, Assistant Director, Federal Bureau of Investigation, Cyber Division

Brett Leatherman is the FBI鈥檚 Deputy Assistant Director for Cyber Operations. In support of the FBI鈥檚 role as the lead cyber threat response agency for the United States Government, Mr. Leatherman serves as the FBI鈥檚 senior executive over the operational teams responsible for imposing cost on sophisticated criminal and state-sponsored cyber adversaries while prioritizing assistance to victims of cyber-attacks. Mr. Leatherman also serves as the Director of the National Cyber Investigative Joint Task Force (NCIJTF). Established in 2008, the NCIJTF primarily serves to coordinate, integrate, and share information to support cyber investigations, supply and support intelligence analysis for decision-makers, and provide value to other ongoing interagency efforts in the fight against cyber threats to the nation.听

Prior to his current role, Mr. Leatherman served as Section Chief of National Security Cyber Operations for the FBI, where he worked extensively with the United States Intelligence Community, foreign, and private sector partners to promote a whole of government approach to addressing state-affiliated cyber threats.听

Mr. Leatherman previously held several roles in the FBI鈥檚 Dallas Division, most recently as the Assistant Special Agent in Charge for National Security, where he managed teams responsible for preventing and investigating counterterrorism, counterintelligence, weapons of mass destruction, and cyber threats throughout North Texas. Also in Dallas, Mr. Leatherman served as the Senior Supervisory Resident Agent of the Frisco Resident Agency, managing criminal investigations across North Texas.

Prior to his assignment to the Dallas Division, Mr. Leatherman held several leadership roles at FBI Cyber Division. He first served as a Supervisory Special Agent in a national security threat team, and was later selected as Assistant Section Chief handling operational engagement work for the enterprise. Mr. Leatherman entered on duty as an FBI Special Agent in 2003. Prior to his first assignment at FBI Cyber Division, he served in the Cleveland and Detroit Field Offices, while also serving as an FBI pilot and hostage negotiator.

Mr. Leatherman graduated from Cornerstone University with a degree in Computer Information Systems, and received a Master鈥檚 Degree in Cybersecurity Risk Management from Georgetown University. Mr. Leatherman holds a number of widely recognized cyber certifications and speaks internationally on emerging national security and cyber threats.

Kevin R. Powers, Faculty Director & Lecturer-in-Law, MLS in Cybersecurity, Risk & Governance, Boston College Law School

Kevin is the Faculty Director and Lecturer-in-Law for the Master of Legal Studies (MLS) in Cybersecurity, Risk & Governance at Boston College Law School. Previously, Kevin founded and directed the Master of Science (MS) in Cybersecurity Policy and Governance Programs at Boston College, where he served as an Assistant Professor of the Practice at Boston College Law School and in Boston College鈥檚 Carroll School of Management鈥檚 Business Law and Society Department. Along with his teaching at Boston College, Kevin is a Cybersecurity Research Affiliate at the MIT Sloan School of Management and a Lecturer for MIT Sloan鈥檚 Executive Education Program 鈥� 鈥淐ybersecurity Governance for the Board of Directors.鈥� He also taught courses at the U.S. Naval Academy, where he was the Deputy General Counsel to the Superintendent.

With more than 25 years of combined cybersecurity, data privacy, business, law enforcement, military, national security, higher education, and teaching experience, Kevin has worked as an analyst and an attorney for the U.S. Department of Justice, U.S. Navy, U.S. Department of Defense, and law firms in Boston and Washington, D.C., as well as the general counsel for an international software company based in Seattle, Washington. Outside of his work at BC Law, Kevin is an expert witness and consultant with the Analysis Group and serves as the Chair of the Board of Trustees for Boston College High School, a Director for the Board of Reading Cooperative Bank, and a Cybersecurity Advisor for HYCU, Inc. (Backed by Bain Capital Ventures), Acium, Inc., and CyberSaint Security. Previously, Kevin served as a member of the Boston College Law School Business Advisory Council (2018-2023) and served as the Panel Lead (2016-2017) for the Collegiate Working Group for the U.S. Department of Homeland Security's National Initiative for Cybersecurity Education (NICE).听

Kevin, a Navy Veteran, regularly provides expert commentary regarding technology, data privacy, artificial intelligence (AI), and cyber and national security for local, national, and international media outlets.

William B. Evans, Chief of Police, Boston College (former Boston Police Commissioner)

Appointed Executive Director of Public Safety and Chief of Police in August of 2018, Chief Evans has overall responsiblity for managing the delivery of police services and ensuring the safety of the Boston College campus community.

Chief Evans joined the Boston College Police Department after serving the Boston Police Department for 38 years, rising through the ranks from Police Cadet to Police Commisioner.听Chief Evans holds a Bachelor of Science in Government from Suffolk University,听 a Masters in Cybersecurity from Boston College,听 and a Masters in Criminal Justice from Anna Maria College.

He is a graduate of the FBI National Academy, FBI National Executive Institute, the Police Executive Research Forum鈥檚 Senior Management Institute for Police, and the Center for Homeland Defense and Security Naval Postgraduate School. Chief Evans has also completed the Senior Executives in State and Local Government as well as the General and Flag Officer Homeland Security Executive Seminar at Harvard University鈥檚 John F. Kennedy School of Government.

Additionally, he has attended the National Preparedness Leadership Initiative and the Meta Leadership Executive Sessions, a collaboration of Harvard University鈥檚 John F. Kennedy School of Government and Harvard School of Public Health.

Randy George, Senior Vice President & Chief Technical Officer, Boston Red Sox听

Randy George is the Senior Vice President & Chief Technical Officers of Technology Officer for the Boston Red Sox. He has been with the MLB club since 2002 and previously held IT roles at CommercialWare, Renaissance Worldwide, and Bain & Company. He is also a contributing editor at InformationWeek Magazine. Randy earned a Bachelor's degree in Computer Engineering from Wentworth Institute of Technology and an MBA from UMass Amherst.

Richard Pruitt, Senior Director of Information Technology & Cybersecurity, Boston Celtics

Richard Pruitt heads the Boston Celtics Technology and Cybersecurity department with an ethos that revolves around standardizing and automating tasks to ensure operational resilience, even in the most high-pressure environments. Richard has built a career marked by foresight and innovation in the technology and cybersecurity space, consistently applying a keen eye for efficiency and systematization.听

With a background in development, Richard launched a company that transformed the workflow for doctors by enabling them to automate computer tasks through prerecorded voice commands, drastically reducing time/cost of transcriptions and administrative duties. This early experience shaped his passion for optimizing how people work, and it inspired him to adopt cutting-edge technologies to help others do the same. Recognizing the transformative potential of cloud solutions, Richard became an early adopter of Amazon Web Services (AWS) in 2008. He began offering custom cloud solutions, focusing on simplifying processes, bolstering security, and enabling businesses to operate more efficiently.

His success in these endeavors laid the foundation for a career dedicated to using emerging technologies to streamline operations. In 2011, Richard took on a new challenge, joining the Boston Police Department as a civilian to enhance the technology within police cruisers. His mission was ambitious: to equip officers with the tools and resources they needed to function as if they were in a fully equipped station, all while maintaining a high level of cybersecurity. Through careful planning and implementation of new standards and procedures, Richard succeeded in deploying these technologies incrementally, ensuring that the systems were robust, secure, and efficient.

Since 2021, he has been executing a five-year plan to overhaul the Celtics' cloud infrastructure and cybersecurity framework. Three years into this transformation, the department is now equipped to deploy tools rapidly and securely, with a well-established auditing process that ensures a strong cybersecurity posture. His leadership has positioned the team to confidently onboard new corporate partnerships, driving both innovation and revenue for the organization.

Shannon Torgerson, Vice President and General Counsel, Boston Bruins

Shannon Torgerson is the Vice President and General Counsel for the Boston Bruins and TD Garden. Shannon is responsible for providing advice and counsel to senior management, with a specific focus on Boston-related large-scale contracts, joint ventures and other commercial transactions. She will also advises on federal, state, and local regulatory matters.听

A demonstrated leader, Shannon has nearly two decades of legal, regulatory and compliance experience to the arena, including serving as legal counsel for the San Diego Zoo, representing financial institutions as an associate at Latham & Watkins and Hogan Lovells and leading compliance teams at Beth Israel Lahey Health.听

Torgerson received her Bachelor of Science from Boston University, Master of Arts from the University of Southern California and law degree from Northwestern University. 听

B. Stephanie Siegmann, Partner & Chair, International Trade & National Security; Co-Chair Cybersecurity, Privacy & Artificial Intelligence, Hinckley Allen

B.听Stephanie Siegmann is a litigation partner and serves as Co-Chair of the Cybersecurity, Privacy & Data Protection group at Hinckley Allen & Snyder LLP.听Siegmann has been a trial lawyer for more than 25 years overseeing hundreds of complex investigations and trying countless trials. Prior to joining Hinckley Allen in March 2022,听Siegmann handled and supervised some of the highest-profile national security matters in the country during her 18-year tenure as a former prosecutor and National Security Chief in the United States Attorney鈥檚 Office for the District of Massachusetts.听Siegmann began her career as a prosecutor in the Navy Judge Advocate General鈥檚 Corps, where she prosecuted violent crimes (i.e., murder, rape, and child abuse) as well as cases involving fraud and computer offenses.

Siegmann听uses her experience as a former prosecutor to defend companies and individuals in complex government investigations and advises clients on a full range of issues involving cybersecurity, privacy, international trade, national security laws, and financial crimes.听 She conducts internal investigations, provides assistance with compliance-related matters, interfaces with law enforcement agencies, responds to government inquiries and subpoenas, seeks to favorably resolve government enforcement matters, and provides aggressive representation in civil and criminal matters.

Doug Domin, Supervisory Special Agent, Cyber Crime Division, FBI Boston

Doug Domin is a Supervisory Special Agent at the FBI Boston Cyber Task Force. Prior to beginning his career at the FBI, Domin was an incident responder at Sun Microsystems and supported Sun's Enterprise server line and Solaris Operating System. In his 20-year career with the FBI, Domin has primarily worked on cyber investigations both domestically and with law enforcement partners around the world. In addition to his work in the field, Domin has worked at the FBI Cyber Division as a program manager and team lead for the FBI Cyber Action Team. Since 2016, he has worked exclusively on computer intrusion matters in the Boston area, focused exclusively on ransomware and criminal cyber threats. He received his M.S. in Cybersecurity, Policy & Governance from Boston College and holds the CISSP and GRCA industry certifications.

Seth Kosto, Chief, Securities, Financial, and Cyber Fraud Unit, U.S. Attorney's Office for the District of Massachusetts

Seth Kosto is the Chief of the Securities, Financial, and Cyber Fraud Unit at the U.S. Attorney鈥檚 Office for the District of Massachusetts. In this role, he oversees the investigation and prosecution of complex financial crimes, securities violations, and cyber-enabled fraud. With deep experience handling high-stakes litigation, Kosto has led several prominent cases, including international hacking and insider trading prosecutions, as well as major cyberstalking and corporate misconduct matters. A graduate of Yale University, Kosto previously clerked for the U.S. District Court for the District of Massachusetts and practiced at Hill & Barlow and Holland & Knight before joining the Department of Justice. He is widely recognized for his expertise at the intersection of technology, finance, and law, and for his leadership in navigating some of the most sophisticated fraud prosecutions in the country.

Bryan Smith, Senior Vice President, Complex Investigations and Intelligence (CII), FINRA

Bryan Smith currently serves as FINRA鈥檚 Senior Vice President for Complex Investigations and Intelligence (CII) as part of the National Cause and Financial Crimes Detection (NCFC) program.听 In that role he oversees the Special Investigations Unit (SIU) which is composed of the Anti-Money Laundering Teams (AML) and the Anti-Fraud Investigative Team (AFI); the High Risk Representative Group (HRR); the Vulnerable Adults and Seniors Investigation Team (VAST); the Cyber and Analytics Unit (CAU) which is composed of the Cyber Security Group (CSG), the Cyber-Enabled Fraud Group (CEF), and the Crypto Asset Investigations Group (CAI); and Treasury and U.S Law Enforcement Engagement.听

Prior to joining FINRA, Bryan spent more than 21 years with the FBI as a Special Agent and most recently was the Section Chief for the FBI鈥檚 Cyber Criminal Operations, responsible for the FBI鈥檚 investigations and operations against cyber criminal actors and threats.

Previous FBI leadership assignments included leading the Cyber/White Collar branch of the Cleveland office, the FBI鈥檚 national money laundering/bank fraud program, and serving as the FBI Detailee to the U.S. Securities and Exchange Commission where he assisted both agencies in insider trading, market manipulation, and investment fraud matters. His experience crosses over financial crimes, cyber, and virtual currency and in 2013 he initiated the FBI鈥檚 first unit focused on cryptocurrency.听

A proponent of public-private partnerships, he initiated several private sector outreach efforts to better leverage the complementary knowledge of both. Prior to the FBI, he was a consultant for Accenture and Deloitte and graduated from Bradley University with a degree in Accounting.

Mark Sutton, Managing Director and Chief Information Security Officer, Bain Capital

Mark Sutton joined Bain Capital in 2015. He is a Managing Director and the Chief Information Security Officer for the firm. Mark is responsible for all aspects of the global cybersecurity program.

Prior to joining Bain Capital, Mark spent time with Dell SecureWorks partnering with organizations to mature all aspects of their information security programs.

Mark has a BSc Honors degree from the University of Gloucestershire in England, an MBA from Babson College, and a Masters in cyber security from Brown University. He also completed the National Preparedness Leadership Initiative at Harvard University and holds the CISSP certification.

Cindi Brassford, Partner, Cybersecurity Leader, Guidehouse

Cindi Bassford PMP, CISA, CISSP, LSSYB, is a partner at Guidehouse working in the areas of cybersecurity, health policy and system integration. She works across the U.S. Department of Health and Human Services, the U.S. Department of Education and on select publicly traded and privately held companies.

Prior to joining the federal practice, Cindi provided international system implementation, cybersecurity and financial controls support to the healthcare and financial services industry for clients such as Johns Hopkins University, Allied Irish Bank and T. Rowe Price.
